Article 24 — General provisions on rights and their limitation

(1) Alapvető jog kizárólag törvényben és kizárólag az Alkotmány által elismert legitim cél érdekében korlátozható. Korlátozásnak csak annyiban van helye, amennyiben az e cél eléréséhez szükséges és azzal arányos. Az alapvető jogot korlátozó törvény általánosan, nem pedig egyedi esetre szól.

(2) Alapvető jog lényeges tartalma nem korlátozható.

(3) A 88. és a 89. cikk szerinti különleges jogrend idején sem függeszthetők fel az alábbi jogok és elvek, és rendes alkotmányos biztosítékaik sem enyhíthetők:

(a) az emberi méltóság (7. cikk);

(b) az élethez, valamint a testi és szellemi sérthetetlenséghez való jog, továbbá a 9. cikkben foglalt tilalmak;

(c) a gondolat, a lelkiismeret és a vallás szabadsága (13. cikk); és

(d) a büntetőjogi törvényesség elve (21. cikk).

(4) Az Alkotmányban foglalt egyes jogok kizárólag a magyar állampolgárokat illetik meg. Az ilyen jog az Európai Unió más tagállamainak állampolgáraira és más külföldiekre csak annyiban terjed ki, amennyiben az Alkotmány vagy Magyarországot kötelező nemzetközi szerződés kifejezetten így rendelkezik.

(1) A fundamental right may be limited only by law, and only in pursuit of a legitimate aim recognized by this Constitution. A limitation is permitted only where it is necessary to achieve that aim and proportionate to it. A law limiting a fundamental right shall apply generally and not to a single case.

(2) The essential content of a fundamental right may not be restricted.

(3) Even during a state of exception under Articles 88 and 89, the following rights and principles may not be suspended, and their ordinary constitutional safeguards may not be relaxed:

(a) human dignity (Article 7);

(b) the right to life and to physical and mental integrity, and the prohibitions in Article 9;

(c) freedom of thought, conscience, and religion (Article 13); and

(d) the principle of legality in criminal matters (Article 21).

(4) Some rights under this Constitution are reserved to Hungarian citizens. Such a right extends to nationals of other member states of the European Union, and to other foreigners, only as this Constitution or a treaty binding on Hungary expressly provides.
