Preamble
We, the citizens of Hungary,
resolved to order our common life on the foundations of human dignity, freedom, justice, and the rule of law;
drawing on more than a thousand years of Hungarian statehood, and on the language and culture that generations have created and preserved;
faithful to the spirit of the revolutions of 1848 and 1956, which claimed liberty and self-government for this nation;
valuing the nationalities living in Hungary as constituent parts of our political community, and affirming that this country is the home of all who live in it;
mindful of the dictatorships of the twentieth century and of the suffering they caused, and resolved never again to leave human rights and democracy without protection;
renewing the democratic order established in 1989 and 1990;
cherishing the bonds with Hungarians living beyond the borders, and supporting the preservation of their language and culture;
committed to the unity of Europe as an equal member of the European Union, and to peace and cooperation among all peoples;
holding the natural environment and the cultural heritage of Hungary in trust for future generations;
adopt, through our freely elected representatives, this Constitution.
What is this?
A complete draft constitution for Hungary — a preamble and 101 articles, in Hungarian and English. It is not a miracle cure, and it will not enter into force tomorrow. It exists so that there is finally a careful, party-independent text proposal that people can work on together.
Every article shows where it borrows from and why. The research, drafting and translation were done by an AI (Claude Code) under human direction; every non-obvious decision is logged publicly. The Hungarian text is the public, equal-standing layer; this English text is the drafting master and the bridge to the comparative sources.
