Article 86 — Independent regulatory authorities
(1) Sarkalatos törvény független szabályozó hatóságokat hozhat létre olyan ágazatokban, amelyek szakértelmet és a rövid távú politikai nyomástól való védettséget kívánnak. Ilyen ágazat különösen a média, a verseny, az elektronikus hírközlés és a pénzügyi felügyelet.
(2) Függetlenségüket törvény biztosítja.
(3) A sarkalatos törvény e hatóságok összetétele, tagjaik megbízatási ideje és lépcsőzetes megújításuk útján biztosítja, hogy döntéseiket egyetlen politikai erő se határozhassa meg.
(1) Independent regulatory authorities may be established by cardinal Act for sectors that require expertise and insulation from short-term political pressures. These sectors include the media, competition, electronic communications, and financial supervision.
(2) Their independence is guaranteed by law.
(3) The cardinal Act shall guarantee, through the composition of these authorities, the terms of their members, and their staggered renewal, that no single political force can determine their decisions.
